One representative example lets others infer the broader situation. With a time noun such as 작년만 해도 or 어제만 해도, the phrase implies that things were different up to that point, emphasizing how much the situation changed in a short time. The variant 만 하더라도 is slightly more formal and is used in formal writing or presentations.
